What happened
The Woodhurst composting facility, operated by Envar Composting Ltd, operates under Environment Agency permit EPR/GP3930DF with a reported permitted capacity of 200,000 tonnes per year. The reviewed evidence keeps three matters separate: the existing composting operation and its permit; a proposed sewage-sludge bio-drying trial/variation (2025-2026, designated high public interest); and a separately consented Healthcare Waste Energy Recovery Facility (refused by Cambridgeshire County Council in April 2023, granted on appeal by the Secretary of State in July 2024). Planning permission does not establish that a facility is operational or that emissions have occurred.
